RBJSL GAME DAY RESPONSIBILITIES
PRE-GAME THROUGH FINAL WHISTLE AT A GLANCE
  • Arrive 30 minutes before the game
  • Take 15 minutes to walk the field, checking corner flag and net condition and placement
  • Have a pre-game conference with your ARs or club linesmen
  • Collect your game fee
  • Get a game ball from the home team coach.  Check its condition and pressure.
  • 15 minutes before the game, begin the check-in procedure (see below)
  • 2-3 minutes before the game, do the coin toss
  • Start the game
  • Submit a game report, using GameOfficials
  • Submit an Incident Report (Supplemental) if any of these occur:
    • caution issued
    • send-off issued
    • coach dismissed
    • fan dismissed
    • serious injury
OFFICIAL ROSTER
  • The coach will give you an Official EPYSA Roster (Game Line-ups are NOT a legal document!!!)
  • Look for markings that show it is official.  It has to have an EPYSA stamp (Keystone) in the upper right corner AND must have the current season listed on the top. (Both highlighted in yellow in the EXAMPLE below).
  • Check in players in the "legal" section of the roster. (only they can play)
  • Suggestion: have players line up on the touch line. After you check the coach passes (3 are now permitted in all age groups), invite player forward one by one to check their status with pass and roster AND have them remain forward. Anyone remaining on touchline is probably not on the roster.
  • While you are checking the plastic player passes, match roster jersey numbers with the player's jersey number.
    • If it doesn't match, you have leeway on how to handle it.  At a minimum, note differences in your game report
  • Cross off players who are not at the game or who are there but are not playing that day

RBJSL policy is to not play the game if the coach cannot produce an Official Roster with the EPYSA stamp on it. 
  • If you do not play the game, do the following:
    • call Tim Snyder immediately and report what happened.
    • in your game report
      • report why the game was not started
      • document the score as 99-99
      • save a scan or picture of the improper roster
    • staple the rosters you received to your game note sheet and KEEP THEM FOR AT LEAST A FEW MONTHS AFTER THE END OF THE SEASON.
  • DO NOT take any fees from the teams.  RBJSL will pay you your full fee.

    Referee’s Instructions (posted 9/5/2019)

    RBJSL follows the FIFA Laws of the game with the exceptions below:
    1. Unlimited substitution by either team at ANY stoppage of play.  Substitutions occur at the half way line on the bench side of the field
    2. 09/10 games

      2. 7v7
      3. No intentional heading allowed.  Restart is an indirect free kick from the spot of the infringement.  If the infringement occurs in the goal box the ball is placed on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.
    3. U11 Games

      2. 9v9 (U11 & U12)
    4. Referee will check player passes and coaches passes comparing photo on the plastic laminated passes with the individual.
    5. Coaches will give a copy of the Official EPYSA Team Roster to the Referee, prior to game.  The Referee will use it during check-in to cross-check with the pass information and player jersey numbers.  
    6. Coaches pay half the referee fees
    7. Referee will confirm game score with coaches if asked
    8.  All age group permit 3 coaches on the sideline.
